Tram 28 in brief

Line 28E is the historic yellow tram that climbs through the old districts between Martim Moniz and Campo de Ourique (Prazeres). It is run by Carris, the city's public transport company, and is part of the normal network. You pay the same fares as for other Carris vehicles, with one difference: a ticket bought on board is expensive.

The line has had a turbulent year. Since 11 May 2026 it runs the whole route again, with no bus replacement. This guide is independent. The official tourism portal is visitlisboa.com, and current service notices come from Carris.

The route

From Martim Moniz in the east to Campo de Ourique in the west.

Martim Moniz

The line starts at Martim Moniz and runs west from there through the old districts.

Alfama

The tram stops near the Largo das Portas do Sol in Alfama. The Castelo de São Jorge is nearby, so you can combine the ride with the castle.

Alfama guide →

Chiado

Further on, the tram serves Praça Luís de Camões in Chiado. In April 2026 this was the end of the line for a few weeks, because of works on the Calçada da Estrela.

Campo de Ourique

The line ends at Campo de Ourique (Prazeres), to the west of Chiado, after climbing the Calçada da Estrela.

Allow generous time if you have a fixed appointment and do not plan the tram as a fast way across the city.

Tickets and prices in 2026

The cheapest way to ride is a loaded Navegante card.

The Navegante card itself costs €0.50. Load credit before you ride and tap the card on the reader when you board. Each zapping ride is valid for one operator only, so if you change from tram to metro, a new fare is charged. Paying on board costs almost twice as much as zapping.

Service status: why the line was unreliable

Know the recent history before you rely on old guides.

November 2025

From 4 November 2025, tram 28 ran only between Martim Moniz and Largo Camões. Minibuses served the rest.

April 2026

From 13 April 2026, a road closure on the Calçada da Estrela cut the tram off at Praça Luís de Camões. Buses took over beyond that point.

Since 11 May 2026

The line runs again without interruption. We found no new change for October 2026, but check Carris notices before you travel, as diversions can occur, for example at night.

Elevators and funiculars: all closed except Graça

Many guides still list Lisbon's historic lifts as normal parts of a tram-28 day. In October 2026 they are not. The Glória, Bica and Lavra funiculars and the Santa Justa lift have been closed since 3 September 2025. Only the Graça funicular runs; it reopened on 30 April 2026.

On 3 September 2025 a car of the Glória funicular derailed. Sixteen people died and more than 20 were injured. According to investigators, a cable between the two cars broke. The final report of the investigation is expected in early 2027.

Carris said on 31 August 2026 that the Glória funicular will not be rebuilt. It will be replaced by a new one. The tender is planned for early 2027, and the target for operation is 2029. A bus line, 51E, has been reported as a replacement between Glória and Largo do Carmo. For Bica and Lavra there is no reopening date. The Santa Justa lift and its viewing platform are closed too, without an official date.

What this means for your plans

Hills remain, lifts do not.

Bairro Alto and Alfama

Because the Glória, Bica and Lavra funiculars are out of service, you reach Bairro Alto, Alfama and Graça on foot, by tram, by bus or with the Graça funicular.

Things to do →

Baixa

The Santa Justa lift stands in the Baixa and is closed, so do not plan a ride or a visit to its platform.

Viewpoints

Many viewpoints are free to enter. The Miradouro de Santa Luzia in Alfama is one, and the quieter Miradouro da Senhora do Monte is another.
